We present the methodology for the construction of an index for the evaluation of the performance of units on a graduated scale. First we deal with the specification of the evaluation framework. For this, information and requirements on the evaluative design are gathered and systematized and a lattice of eligible plans is drawn. Each full path identifies a sequence of progressively more cogent objectives that define a reference plan. Assuming a criterion that specifies the increase in value, we propose an index that sizes the performance of an individual who goes through an evaluation process. Second, we put forward the principle of intrinsic worthiness, which allows specifying a criterion for measuring the increase in value along the planned sequence of objectives, and present versions of a multi-attribute index standardized on some reference population.
