The essay analizes the gradual emergence of a “data logic” in the informational administrative system, that is running alongside or - possibly - replacing the traditional document-based paradigms, in wich the information has acquired an autonomous significance, including in the way it is dealt with in a legal context. The article explores - in a european comparative framework - the three/interconnected legal dimension that confers the public nature to data managed by the public administration: Public in the sense data of Knowable by Anyone; Public Data in the Sense of Available to Anyone (via Internet); and Public Data as an Available and Reusable Commodity.
