In 2012 european commission started a Comprehensive reform of state aid control. the core of the reform is a shift from ex ante to ex post control of compatibility. this is not only a quantitqative but also a qualitative change. it becomes easier to grant aid but governments should be more reposnible in order to abide by the conditions of compatibilitys stated by Regulation n. 651/2014
