The problem of evaluating performance of social agents is considered, from the policy maker(PM) perspective against two objective-criteria which are graduated over ordinal scales. Given the preference structure on the space of consequences, an ordinal scale is then formatted for overall goal, coherent with the criterion which PM would adopt. Grounded on an "added worthiness credit" criterion, an hybrid approach (which fully integrates statistics over the PM's decision setup) is presented to score levels of the overall scale. Then, an overall social index is provided by the Quiggin-Yari functional
