Servizi e disservizi. Piccolo contributo alla ricerca del senso pubblico del servizio

Over the last years, the Italian legislator has intervened several times to protect the rights of users of public services. The point of view, however, is always that of the relationship between users and providers of services, and to be overlooked is the aspect of public administration responsibilities in ensuring the service. If you add to this the fact that the services supply is always more often entrusted to private bodies and that, even the administration when directly provides a service seems necessarily to be inspired to organizational models of entrepreneurial type, the effect is that of a progressive loss of sense of the “public” of the service. To recover this meaning we should return to the idea of service contained in our Constitution, an idea which asks, prior the policy and then the administration, to imagine and to build up a public service with rules that may also be different from those a private enterprise would use.
