This article offers some re ections concerning an ethnographic research about the assistance of elders with disability in Umbria. Through the nar- ratives of different social actors, especially those of “promotori sociali” [Social Promoters], the situation seems to be characterized by uncertainty regarding either recent changes in the organization of Public Health or the numerous cuts in health expenditure. Following the narratives of Social Promoters about promises of integrated healthcare, and the people dea- ling with caregiving activities in the “territory”, is possible to outline the “mutation” of social policies in recent years. In this itinerary, particularly evident is the restriction of the area of intervention and mediation by the State, with deep consequences on the lack of recognition of the rights of the patients and the recon guration of the agency of different social actors.

Le trasformazioni del welfare in Umbria attraverso l’esperienza dei promotori sociali: dalla promessa dell’assistenza integrata alla fatica della cura nei territori
