The reflection established for a long time on urban regeneration has been focused on three main objectives: reducing the territorial inequalities and improving the economic-social cohesion; limiting — and even eliminating — soil consumption; re-thinking building activity to re-launch the Country’s economy. The Sars Covid 19 epidemic impact on territories has shown the insufficiency of a high number of regeneration practices until now undertaken, on one hand; on the other hand, it is an essential test-bed to redirect their path, to consolidate the existent paradigms, and to highlight still lacking profiles. This essay has those objectives, starting from a reflection on the most recent legislative interventions and pointing out the need for a renewed attention on the topics of the public city, as a key element to restore urban regeneration to its social and economic dimension.
La riflessione ormai da tempo avviata sulla rigenerazione urbana si è focalizzata su tre obiettivi principali: ridurre le disuguaglianze territoriali e accrescere la coesione economico-sociale; limitare — fino a eliminarlo — il consumo di nuovo suolo; ripensare l’attività edilizia quale volano per il rilancio dell’economia del Paese. L’impatto sui territori della pandemia causata dal virus Sars Covid 19 se, da un lato, ha svelato l’insufficienza di molte delle pratiche rigenerative finora avviate, dall’altro rappresenta un banco di prova essenziale per re-indirizzarne il percorso, consolidare i paradigmi esistenti ed evidenziare i profili ancora carenti. Lo scritto nasce con questo obiettivo, partendo da un’analisi degli interventi legislativi più recenti e richiamando alla necessità di dare una rinnovata attenzione ai temi della città pubblica, quale elemento essenziale per restituire alla rigenerazione la sua fondamentale dimensione sociale ed economica
