The High Commission has been instituted by law in order to provide Italian Government a proposal designing the basic principles of public finance and fiscal system coordination in the new federalism perspective. It has been assisted by two advisory committees: the Technical-scientific Committee, mainly formed by academics and specialists, and the Institutional Committee, composed by the top management of public administrations. This article reports a summary of the High Commission’s and Committees’ main papers handed to the Government on September 2005. The first paragraph deals with the core document on coordination principles, the second provides details on High Commission’s operating proposal on fiscal federalism, the third gives an account of the two advisory committees activity and the last one makes a synthetic report of the most significant experiences of fiscal federalism in Europe.
