Presidentialism in Brazil: an analysis of the experience after the Bolsonaro’s presidency – Brazilian Presidentialism has several political and institutional characteristics that favor the formation of government coalitions. Presidential attempts to impose their political agenda unilaterally have found obstacles due to the fragmentation of the Congress and, often, to the weakness of the president’s party. Bolsonaro’s mandate marked a new frontier of political negotiation, especially after the spread of the Covid-19 pandemic. The aim of the present study is to describe how the Brazilian multi-party system, together with other aspects of the legal system, exercises a decisive counterweight role that prevents the establishment of an “Imperial Presidentialism” in the country.
Il presidenzialismo brasiliano presenta diverse caratteristiche politiche e istituzionali che favoriscono la formazione di coalizioni di governo. I tentativi presidenziali di imporre unilateralmente la propria agenda politica hanno trovato ostacoli a causa della frammentazione del Congresso e, spesso, della debolezza del partito del presidente. Il mandato di Bolsonaro ha segnato una nuova frontiera della negoziazione politica, soprattutto dopo la diffusione della pandemia da Covid-19. L'obiettivo del presente studio è descrivere come il sistema multipartitico brasiliano, insieme ad altri aspetti dell'ordinamento giuridico, eserciti un ruolo di contrappeso decisivo che impedisce l'instaurarsi di un “presidenzialismo imperiale” nel Paese.
