Global migration has reshaped European societies, even if the change has never been symmetric and uniformly disseminated. Different legislative approaches combine with a uniform formal exclusion from national polity, despite migrants growing activism in social, religious and trade union movements. The comparative analysis of migrant enfranchisement at the local level and foreigners’ consultative bodies suggests a further question on how city polity can foster inclusion and promote an intercultural democracy.

Le migrazioni globali hanno rimodellato le società europee, anche se il cambiamento non è mai stato simmetrico e uniformemente diffuso. Diversi approcci legislativi si combinano con l'omogenea esclusione formale dalla politica nazionale, nonostante il crescente attivismo dei migranti nei movimenti sociali, religiosi e sindacali. L'analisi comparativa sul riconoscimento di diritti elettorali e sugli organi consultivi degli stranieri a livello locale suggerisce un'autonoma indagine rispetto a come la sfera pubblica cittadina possa favorire l'inclusione e promuovere una democrazia interculturale.
