In the three years from 1911 to 1913, while the Libyan War and the two Balkan wars were taking place, the Italian legation in Romania was headed by Carlo Fasciotti, a diplomat with close ties to Antonino di San Giuliano, who was Minister of Foreign Affairs throughout the period. Relations between Italy and Romania at this stage were strongly influenced by Fasciotti’s actions and his relationship with San Giuliano. Fasciotti contributed to tempering Romanian hostility towards Italy during the Libyan war and to presenting the country as an attentive interlocutor to Romanian demands in the two Balkan wars. In carrying out his mission, he understood sooner than others the growing gulf between the circles close to King Carol, loyal to the agreement with the Triple Alliance, and the liberals who, having understood the potential that nationalist enthusiasm had among the public, were beginning to consider alternative alliances. San Giuliano’s policy was in tune with Fasciotti’s instructions. The minister did not have time to follow up on this special relationship during the First World War. He died in October 1914, a few days after the signing of the agreement between Romania and Italy on mutual information in the event of entry into the war.
