The formula “Government in Parliament” summarizes the set of powers and mechanisms in the hands of the Government within the framework of parliamentary procedures, which respond to the need for interinstitutional cooperation inherent in the Italian form of government. However, institutional practice over the years has shown how these instruments have been used according to an “adversarial” logic. Since such dynamics are reflected in the Government’s ability to intervene in the scheduling of parliamentary work, we will try to understand whether it is possible, through such mechanisms, to realign the relation between Government and Parliament, and thus the time of politics and the time of the legislative process. The aim is to explore whether trends towards cooperation between constitutional bodies are emerging.
La formula “Governo in Parlamento” sintetizza il complesso di poteri e meccanismi in capo al Governo nell’ambito delle procedure parlamentari, che rispondono alla necessità di cooperazione interistituzionale insita nella nostra forma di governo. Tuttavia, la prassi negli anni ha dimostrato come tali strumenti siano stati utilizzati secondo una logica “avversariale”, che contrappone il Governo al Parlamento. Dal momento che tali dinamiche si riflettono sulla capacità di intervento dell’esecutivo rispetto alla programmazione dei lavori parlamentari, si cercherà di comprendere se, attraverso tali meccanismi, sia possibile riallineare i rapporti Governo-Parlamento, e, con essi, il tempo della politica ed il tempo del procedimento legislativo. L’intento è quello di sondare se possano individuarsi o meno delle tendenze verso la cooperazione, da cui potrebbero sicuramente uscirne rafforzati entrambi gli organi costituzionali.
