This led to a weakening of many activities in which the territorial dimension was central, such as health education, public participation and prevention, which are not remunerated as individual services. The effects of this change were evident during the pandemic, when the system struggled to provide adequate care for people. In recent years, the National Recovery and Resilience Plan has again allocated resources for community and community-based health care. However, if the underlying issues that led to its decline are not addressed first, there is a risk that the problem will not be solved at all.
