This issue focuses on the reform of territorial healthcare in Italy in light of the PNRR and Ministerial Decree no. 77/2022. It argues that territorialization should not be limited to shifting services from hospitals to local settings, but should involve a systemic reorganization of care based on integration, continuity, and proximity. The reform promotes a network model linking hospitals, community services, home care, and telemedicine. However, its implementation faces challenges such as regional inequalities, workforce shortages, and increasing complexity of healthcare needs. Strengthening territorial care ultimately emerges as essential to ensuring equitable access to healthcare.
