Reframing the Systemic Dimension of Fundamental Rights: the Role of National Human Rights Institutions

This article develops a systemic understanding of fundamental rights by analysing the role of National Human Rights Institutions (NHRIs) within multilevel constitutional frameworks. It argues that NHRIs contribute to reconfiguring rights beyond adjudication, strengthening their preventive, coordinative and institutional functions. Positioned between domestic and transnational orders, NHRIs foster coherence in fragmented rights regimes and enhance the structural effectiveness of rights protection, particularly in the European context .
