The present talk discussed the tremendous impact made by the Free Libre Open Source Software (FLOSS) in the IT business. We presented the winning model of the organization of the FLOSS communities and its impact on the political, social and ethical aspects of our Society. In particular, starting from the local experience of the Open Source Competence Center (CCOS) of Umbria, Italy, the dissemination of FLOSS solution in the Public Administrations was discussed. The issue of Open Standards and Open Formats was also presented. The licensing problem was finally illustrated.
