The necessities of promoting a change of the current models of energy production are widely recognized. The potential contribution of the agricultural sector is expected to be important, in terms of private income and of sustainability. The study points out that the distribution of the property rights crucially influence the possibilities of an effective organization of the biomass supply. Drawing from literature a theoretical model is applied to two polar cases studies. The outcomes indicate that a critical distribution of the property rights may induce the failure of supply initiative.
