We discuss the lower semicontinuity of integral functionals, subjected to constraints, in weak sense. The results fit in optimization problems where BV solutions are expected and the research is partially motivated by a study of variational models in plastic deformation. We introduce here the mean-value condition, which reveals to be the key tools for the theory.
